Chalo Loku at Khonsa

KHONSA, Nov 20: Elaborate arrangements have been made to make Chalo Loku festival a grand success here.

Apart from folk dance and other festivities local food festival and sale and exhibition of local handicrafts will be show-cased. Some foreign tourists are also expected. The main programme will be held at Nehru stadium.

Binny Yanga conferred Sahakarita Ratna Award  

ITANAGAR, Nov 20: Indian Farmers Fertilizer Cooperative Limited has conferred IFFCO Sahakarita Ratna Award to Padmashree Binny Yanga in recognition of her distinguished services to grassroots cooperative and exemplary commitment for strengthening cooperative movement in the country and of Arunachal Pradesh in particular in a function held in the Auditorium of National Cooperative Union of India, August Kranti Marg New, Delhi yesterday.

The award comprises Memento, Citation, Shawl and Cash Award of Rs. 5 lakh. Binny Yanga is the only woman of the country, who received this prestigious Award so far.

‘Timely vaccination is the solution to prevent fatal diseases’

ITANAGAR, Nov 20: Many fatal diseases can be prevented by proper and timely vaccination, said Papum Pare DMO and DRCHO.

Attending the 3rd quarterly Review Meeting on Routine Immunization held at Yupia under the chairmanship of District Medical Officer Dr. S. Ronya at IDSP conference hall today, he said that many fatal diseases can be prevented by proper and timely vaccination program and called upon all the Medical Officers in-charge of all the PHCs and CHCs to work hard in this direction.

Dr. D. Raina, Medical Superintendent Arunachal State Hospital Naharlagun gave PowerPoint presentation on preparation of Micro-Plan for ORS (Out Reach Session site) while Dr. Kipa Tuglik, DRCHO detailed on Routine Immunization through a PowerPoint presentation.

 

Social awareness prog

ITANAGAR, Nov 20: The Jiyo Aur Jine Do Daporijo branch organized three days economic empowerment and social awareness program at Baririjo, Taliha and Daporijo from November 14- 16.

During the three days programme, four self help groups were selected for setting up of a Day care centre, mini handloom cum handicraft centre and a Piggery farm.

Jiyo Aur Jine Do officials attended the programme as resource persons.

Earlier, Jiyo Aur Jine Do branch Daporijo also organized as Sports cum literary competition at government secondary school Baririjo, Upper Subansiri district on November 14 last.

 

ATMA conducts training for farmers

ITANAGAR, Nov 20: Agriculture Technology Management Agency of Tawang conducted a district level training program for farmers on scientific cultivation of potato, integrated pest and disease management in vegetable etc. at Seru village.

Highlighting the aim and objective of the training, the Agriculture Development Officer of Tawang explained in details about potato cultivation, the latest techniques of soil and seed treatment, integrated nutrient management and intercultural operations for obtaining maximum yield from this cash crop.

The resource persons also provided the techniques of nursery raising, integrated pest and disease management in vegetables.

Later in the interaction session, the farmers got their doubts cleared related to cultivation of different crops.

 

Eviction drive

ITANAGAR, Nov 20: Capital Complex Administration today carried out an eviction drive at VIP road, Nitivihar and demolished various semi-permanent and permanent structures falling within the notified RoW.

A new commercial structure falling within the RoW of NH-52 A, opposite to RK Mission Hospital, here was also demolished, according to a release issued by Capital Complex Deputy Commissioner.

While informing that the District Administration would continue its drive to remove illegal structures constructed on government land, especially those constructed within the RoW of NH52A and other sector roads which are without land allotment and building permission, it appealed to all residents to refrain from constructing illegal structures on government land, especially within RoW of adjoining roads. It further appealed to all residents to get their buildings plan approved by Department of Town Planning, before starting construction of any kind to avoid any future loss and inconvenience.

 

Medical assistance demanded

ITANAGAR, Nov 20: All Mudirijo, Jami-Jate, Sanglo-Putung – III and Dotung villages joint development committee has condemned the alleged negligence of the Capital Power Division which led to the electrocution of a girl child, namely, Hari Boni (5 years)  at Jami Jate village on Oct 20 last. It said that the child was electrocuted due to leakage of electricity to the nearby bamboo plants from the 33 KV S/T near Jame Jate village. Committee further said the left arm of the child has been amputated and she is still under treatment at Arunachal State Hospital, Naharlagun. Informing that an FIR has been lodged in this regard, the committee urged  the power department and state Govt to look into the matter and grant emergency medical assistance to the victim’s family.

 

Association demands additional rice quota

ITANAGAR, Nov 20: All Parang Circle Youth Association (APCYA) has appealed to the  Chief Minister to issue directives to the concern department  for allocation of additional rice quota for the people of Parang circle who have been facing  food shortage due to crop damage.

In a memorandum addressed to the CM, the Association said that crop production is far below the expected level under Parang circle  as the rodent population and Gandhi bug damaged the paddy fields. The people of the circle are now facing starvation-like situation due to shortage of food grain, it said.

 

DNG College Week

ITANAGAR, Nov 20: The 33rd college week celebration of Dera Natung Govt. College Itanagar has concluded on Sunday last on a colourful note. The week long celebration which was kick-started on 13 November had lots of activities such as sports, literary and cultural competitions.

Students divided into four houses namely Dera Natung, Dorjee Khandu, Daying Ering and Tadar Tang participated in competitions. Dera Natung house, under the captaincy of Takja Nilling, a 2nd year BA student, was adjudged the overall champions.  The principal and vice-principal of the college gave away the prizes to the winners of various competitions events.

 

Training prog on rodent management

ITANAGAR, Nov 20: One day training programme on rodent management and its control measures was conducted at old Mengio on November 14 last.

The training programme was attended by farmers of  Megang, Kamrung and Old Mengio panchayat segments, ASM Tarh Passang, ADO Mengio Tare Kahi and staff from Agriculture Technology Management Agency Papum Pare District.

On the occasion, rat traps and spade were distributed to the farmers free of cost.

Meanwhile in a separate release, ASM cum Silsango Circle Headquarter Development Committee Chairman Taw Nikam in a representation to Chief Minister appealed him  to provide relief package to rat affected farmers of Silsango circle.

 

ICDS week celebrated

ITANAGAR, Nov 20: ICDS week was celebrated at Sagalee from November 14-19 under the initiatives of Sagalee CDPO Oyam Panor.

During the week-long celebration, the field staff conducted pre-school education for children. The team also conducted awareness meeting for anganwadi workers, helpers and propagated importance of health, sanitation and hygiene and also advised them to conduct such programme in their respective anganwadi centres.

ASM Techi Takia, GPM Chairperson Tai Kanu, GPM Nabam Yadam, GB Nabam Rich, Sagalee Market Welfare Committee General Secretary Taba Tada also attended the programme.

 

DAWA demands early completion of Roing-Shantipur NH

ITANAGAR, Nov 20:  Dibang Adi Welfare Association (DAWA) has demanded early completion of the 19.5 km stretch of National Highway between Roing and Shantipur, which was supposed to be completed by October, 2012.

Criticizing the ‘unsystematic’ and tardy progress of the road work, the Association claimed that construction of the road has been left half done in the last two years which has created great inconveniences not only to the pedestrians and motorists but also villagers residing alongside the road.

The sand and dust particles of the road has created an unhygienic atmosphere causing health hazards while the bad road condition with sharp edged split boulders and sand have caused many major accidents, it claimed.

The Association urged the constructing agencies to speed up their road construction work and maintain it by pouring water till completion to avoid accidents and infectious diseases.

State Capital remains shut following extortion threat

ITANAGAR, Nov 20: For the second consecutive day, the majority of traders today choose to down their shutters in capital complex due to reason best known to them. There is no specific reason given. However it is alleged that shops have been closed due to extortion threat in the name of AAPSU election cum conference which is currently going on at Ziro.

While talking to this daily Itanagar Market Welfare Association, general secretary Biri Kame informed that traders had to close their business establishments due to extortion done by various groups in the name of AAPSU.

“The traders of Ziro had already down their shutter in anticipation of AAPSU conference cum election. Therefore majority of AAPSU candidates and their supporters targeted shops of capital. They even forcibly took away items from various shops. Therefore we had decided to close down shops till AAPSU election process gets over,” informed Biri Kame. However he added that if capital administration provides full proof security, the shops will be reopened.

The Capital Complex deputy commissioner Sanjay Goel has called on market welfare associations to give in writing about kind of security they need. “If market welfare associations give us in writing, we will provide them police security.  We also request them to file a police case against those who are carrying out extortion. The administration will surely take action against such anti-social elements,” said DC Goel.

Further DC assured to take some action in this regard and added that he is fully aware of problems being faced by capital citizens because of the shutting down of shops.

Meanwhile, the All Arunachal Pradesh Students Union (AAPSU) has expressed concerned over report that anti-social elements are carrying out extortion from various traders of capital in the name of AAPSU election cum conference.

In a release the 24th AAPSU general conference chairman Ringu Kuku dismissed allegation of the involvement of AAPSU leaders. “From 18th of this month all the AAPSU executive members are camping here in Ziro for the smooth holding of election cum conference. No AAPSU members had ever done any kind of illegal activities against traders. Some anti-social elements taking advantage of situation is doing such act. Police should strongly deal with such persons,” stated Kuku Ringu in a release from Ziro town. Further he added, “We are also saddened to know that shops have shut down in capital complex because of extortion done in the name of AAPSU. We appeal market welfare associations to take the matter with police and also appeal for reopening of the shops. The capital citizen should not be harassed and therefore shops should be immediately opened.”

 

 

4 more arrested in EoA attack case

ITANAGAR, Nov 20: Itanagar City Police has arrested the prime accused Dobing Sonam, 41, and three other accomplices, namely, Tagum Phassang, 32, Kome Yangfo, 36, and Roye Yangfo, 28, from a hotel at Guwahati in Echo of Arunachal attack case. A case No 263/12 dated 09.11.12 U/S 448/452/186/353/506/427/34 IPC R/W Sec. 3 PDPP Act has already been registered at Itanagar Police station in connection with the ransacking of Echo of Arunachal and assault on its Associate Editor Tapan Das.

Acting on a tip off,  two police teams headed by SI. CA Namchoom and SI J Kamdak respectively under the supervision of SP Capital rushed to Guwahati and arrested all four accused from hotel VIP International, Kalapahar, Guwahati at around 12.20 A M  yesterday, said Capital SP Surender Kumar in a release today.

The SP further informed that during interrogation all the four accused revealed that they were taking shelter in different cities of Assam during last 10 days to avoid their arrest. They used to change their location on every 2nd / 3rd day, the release said.

“When they were interrogated about the expenditure incurred during their stay in hotels in last ten days they revealed that they have spent all their money which they mobilized to organize first ever General Conference cum - Convention of All Arunachal Pradesh Public Transport Federation at Aalo on 20.11.12,” the SP informed.

The arrested accused have been remanded to 14 days police custody, the SP further informed.

It is noteworthy that city police has already arrested one Tagyo Sonam in connection with this case on Nov 13 from Naharlagun.

The release further said that City police is verifying the previous involvements of all five accused arrested so far. Hunt for arrest of remaining five accused is going on and all four teams constituted by SP Capital to nab the culprits are working hard in this direction.  “In this connection, a letter has been sent to DC Naharlagun requesting  for de-registration of the All Arunachal Pradesh Public Transport Federation for the barbaric and inhumane attack on the Associate Editor Tapan Das of Echo of Arunachal and ransacking the said media office. Further, Gauhati High Court, Session Court of Capital Complex and Courts of JMFC have been formally requested not to entertain any anticipatory bail petition as applied by any of the accused persons to any of the Courts, the release said.

While appreciating the great work done by both the teams SP Capital informed that both the teams will be suitably rewarded for their good work.

 

 

CM reviews law and order situation at high level meet

ITANAGAR, Nov 20: Arunachal Pradesh Chief Minister Nabam Tuki today called a high level security meeting in his office to oversee and discuss the overall security and law and order scenario of the state. The meeting which was attended by the Principal Advisor of CM T N Thongdok, Parliamentary Secretary, Home Gadam Ete, Chief Secretary, Home Commissioner and DGP dwelt in length about appropriate and immediate steps to be taken to improve the law and order situation in the state, particularly the state capital Itanagar.

Thorough ILP checking to filter the illegal immigrants in the capital city would be carried out while any kind of unlawful activities would be dealt firmly. Tuki stressed for effective policing through adequately manning of the check gates, increasing the night patrolling in the cities and nabbing the culprits involved in offences in shortest period of time.

Taking serious note of some reported incidences of extortion and forceful donation in the market, the chief minister cautioned the wrongdoers of stern action and asked the police to beef up the security measures in and around capital complex round-the-clock. He further called for checking mushrooming of many illegal organizations which indulge in unlawful activities thereby creating law and order problems in the state.

“We need to instill a sense of security amongst our people residing in the state capital”, Tuki emphatically said while directing the Police department to take every possible steps in the regard. The chief minister issued directives to go for extensive checking for illegal arms and said anybody found with illegal arms should be given stringent punishments according to the law of land. Informing of additional para-military forces with IPS officers being deputed at Ziro to ensure peaceful conduct of AAPSU General Conference cum Election, Tuki appealed the members of AAPSU to maintain peace and harmony during the entire process.

“I believe AAPSU being an elite and educated organization will live up to the people’s expectations and would not create any kind of law and order problem during their General Conference cum election starting from November 19”, Tuki appealed.

The chief minister also appealed the general citizens to come forward and help the government in maintaining the law and order situation. “If law perpetrators are not given room, they would not have the guts to spoil the harmony of the society” Tuki said while appealing everyone to join hands against law breakers.

 

 

Kurung Kumey CoSAAP gives  3 days to  arrest the attackers

ITANAGAR, Nov 20: A review meeting of the Confederation of Service Association of Arunachal Pradesh (CoSAAP), Kurung Kumey District unit, was held today under the chairmanship of its district unit president Bengia Raja at Conference Hall, Koloriang to review the outcome of action taken result of the first meeting held on 14th November in regards to the heinous and barbaric assault of Gyamar Amte, circle officer, Koloriang.

During the meeting Bengia Raja informed the house that the police and District Administration has failed to arrest the culprits involved in the assault of the Gyamar Amte on 13th November night. The various speakers and participants of CoSAAP vehemently condemned the heinous crime and injustice meted out to Amte.

After marathon debate and discussion, all the members unanimously decided to give 3 days’ ultimatum to the District Administration and police Authority to arrest the culprits. If police fails to make any arrest, the CoSAAP members will hold a peaceful dharna on 26th of this month in the premises of DC and SP office, Koloring. Further they will go for indefinite pen-down and tool-down strike from 27th of this month till the arrest of culprits.

The CoSAAP also called for explanation from officer in-charge of judicial lock-up Koloriang as to why the culprit Bengia Tapong was released from the jail without case being registered. CoSAAP called for immediate action against the OC Koloriang by the district Administration and police Authority. CoSAAP urged district administration to deploy additional force and revamping of Koloriang police station.

 

 

AAPSU conference begins

ITANAGAR, Nov 20: The inaugural function of 24th AAPSU general conference cum election of All Arunachal Pradesh Students Union (AAPSU) was held today at Subansiri stadium, Hapoli. In the morning, outgoing AAPSU President Takam Tatung hoisted the AAPSU flag.

The inaugural programme was attended by former AAPSU President and Member of Parliament Takam Sanjoy, Parliamentary Secretary for Agriculture Likha Saaya and Lower Subansiri Zilla Parishad chairperson Likha Tongum.

In his address Sanjoy called for maintaining law and order during the election. He also urged the student communities to uphold the image of AAPSU, the apex student body of the state.    

 AAPSU President Takam Tatung dwelt in length about various achievements under his leadership. “The setting up of core committee by govt of India for Chakma-Hajong issue, establishment of state university at Pasighat, stopping of issuing of PRC to non-APST in Lohit and Changlang district, introduction of education bill by govt of AP are some of the major achievements during our tenure,” said Tatung. It was because of constant pressure from AAPSU these steps were initiated. Further he stated that leaders might come and go but institution of AAPSU will continue to strive hard for fighting for cause of student communities in particular and people of state in general.  

Also spoke on the occasion was outgoing AAPSU General Secretary Tujom Poyom and conference chairman Ringu Kuku.

 

 

Arunachal Pioneer launched in East Siang

PASIGHAT, Nov 20: The Arunachal Pioneer, the seventh newspaper from the state has extended its feather to East Siang District on November 16 with a formal launch of its wide circulation at Siang Guest House by East Siang Deputy Commissioner R.K. Mishra in a simple but befitting ceremony attended by the officers, public leaders and students of the district while marking the press day.

While launching the newspaper, Mishra said that media being the backbone of democracy must actively work toward focusing all the major issues pertaining to the development and suggest better solution if any. Further, he stressed that media shouldn’t give undue importance to all those organizations by accepting their releases which has been ruining the basic fabric of democracy.

“We will give all support and security to media in the district as and when required,” added Mishra while thanking The Arunachal Pioneer for stepping into the district which he said will help in strengthening the administration by properly highlighting issues that go unnoticed by DA.

DSP BS Mehra too appreciated The Arunachal Pioneer, which he said has started doing good job by taking up issues of grave importance like lead story on Rashtriya Swastha Bima Yojna (RSBY). ADC (HQ) Nidhi Srivastava, DHO Balom Apum, DIPRO M Ezing, DFO (T) B Darang, SBI Chief Manager Alok Das, Osong Ering IAS Retd., public leader Kaling Moyong, student leaders Prodeep Megu and Ponung Darang cultural Secy. Senior citizen Osong Ering IAS retd spoke at length while recalling his days of early administration in East Siang District during 1965 when the present DC office was shifted from its earlier office, now under Siang River. He drew the attention of the media to cover and highlight all the burning issues of the district like unhygienic system in the Pasighat market, illegal encroachment, rearing of pigs etc. by the government officers which is wasting and dirtying the fish pond in and around the town besides creating traffic problem in the roads.

The programme ended with much hope from certain quarters that The Arunachal Pioneer will really be pioneer in shaping the district and the state by duly playing its role of fourth pillar of democracy.

 

 

FMD outbreak takes epidemic form in West Siang

AALO, Nov 20: The outbreak of foot and mouth diseases (FMD) in Mithun has taken the form of epidemic in various parts of West Siang.

The Rapid Response headed by Dr. Taking Gammi, senior veterinary officer swung into action to combat the disease at Paksing and Pagak villages of Kaying circle. The team treated 40 Mithun for FMD and vaccinated over 60 on the first day on November 17. The vaccines were provided by District Veterinary Officer and other necessary medicines/equipments were procured from Disease Diagnostic Labrotary Aalo.

Responding to a volley of questions on checking these diseases, Dr. Gammi said that the disease is curable and according to “Strategy for Emergency Vaccination against FMD reports of the scientific Committee on Animal Health and Animal Welfare and Report of the Committee of inquiry on FMD by Northumberland Prophylactic FMD vaccine can be administered in case of outbreak as emergency measures.

The team used Raksha vaccine—a prophylactic vaccine used for emergency purpose and treated the infected animals with various antibiotics, coal tar, glycerine, boric acids alum turpentine topicure etc. DIPRO

 

 

25 houses electrified at

Rebo-Pargeng village under RGGVY

BOLENG, Nov 20: 25 houses were electrified at Rebo-Pargeng village under Rajiv Gandhi Gramin Vidyutikarn Yojona and a  drinking water project was implemented under rural water supply scheme at Riew-Redang village. Both the projects were inaugurated by Minister (Industries) Tapang Taloh recently.

Later in a public meeting held at the Riew village, Taloh said Education, road communication and agro  and horticulture based industries are the major needs and key factors for overall developments of Pangin and Boleng area.

The minister assured to take up more development works in the area as per the requirement and convenience of the public to make the development process more equitable. He sought coordination from all corners to translate the plans of Nabam Tuki led government in to reality.

He further said that special attention will be given on educational development to fulfill the basic needs of the students.

While admitting shortage of teachers Taloh said some schools are not functioning properly in remote villages due to lack of teachers. He assured to take up the issue with the concerned ministry and department on priority.

He sanctioned 50 lakhs for developmental activities of Riew area, including the maintenance of link road to Rebo-Perging while disclosing the future plans on industries and agro & horticulture based projects/schemes on the occasion.

Earlier, Taloh made an extensive tour to Lissing, Messing and Yibuk on foot and interacted with the villagers where he sanctioned twelve lakhs for construction of Rural Link Road from Linging point to new proposed model village of Messing village and also sanctioned 10 lakhs for construction of link road at Lissing and gave 25 lakhs at Yibuk for construction of MIP.

Later he visited NLCPR funded Dosing-Pareng-Yibuk-Liging road construction works and urged the executing department to complete the work within the stipulated time and to maintain quality work. DIPRO

 

 

32nd National Jr. Boys and Girls Teakwondo C'ship

Kerala leads medal count

ITANAGAR, Nov 20: Delhi, Assam, Haryana and Kerala shared two gold medals each on the third day of 32nd National Junior Boys and Girls Teakwondo Championship at Rajiv Gandhi Stadium, Naharlagun today.

Delhi girls Katyani Mishra and Deepika Sehrawat won a gold medal each in their respective weight category while Assam’s Joysree Basumatary and Jwngshar Basumatary bagged gold medals in Girls U-52 kg and Boys U-51 kg category respectively. For Haryana, Anil Insan and Gaganjot Gill won a gold medal each in Girls U-55kg and U-63 kg category.

Ravi Kadyan and R.K. Bungaraj Singh of Kerala bagged a gold medal each in Boys over 78kg and Boys U-59kg.

Chitra Singh of Rajasthan, Sanu Jamal of Uttar Pradesh, Laishram Dingku Singh of Goa have also won a gold medal each in their respective event and weight category.

Kerala was leading the medals’ table with five gold medals followed by Delhi with three gold till filing of this report.

Pema conducts 9-day long constituency tour

TAWANG, Nov 20: RWD & Tourism Minister Pema Khandu conducted a whirlwind 9 days tour of remote villages under Jang-Thingbu block of his constituency to continue the tradition of annual village tour with developmental meeting which was set by his father and former Chief Minister late Dorjee Khandu. The tour which started on November 11 last from Mago winded up on November 19 at Lhou village.

The young Minister reached Mago – the farthest village on Indo-China border after an 8 hours strenuous walk on November 11. He inaugurated the Primary School block at Mago amidst huge gathering. The villagers were overjoyed when the young Minister said, “As you are unable to come down, I have come all the way to meet you and I will continue to come to you”. After staying for two nights at Mago, the Minister’s entourage trekked down to Thingbu village on November 13.Though one of the oldest circle headquarters of the district, Thingbu is yet to be connected by road.  

“You will be celebrating the next Losar festival with vehicles at your doorstep,” said the Minister promising the villagers of Thingbu with road connectivity by end of February next year. On November 14 Pema was at Rho village after 6 hours of walk from Thingbu.

Pema addressed a huge public gathering at Jang on November 15. In the midst of the public meeting, Pema accorded a warm welcome to the Bhutanese delegation headed by one of the Members of Bhutanese National Assembly, who visited the State to strengthen existing friendship ties with Arunachal Pradesh through exchange of culture. The Bhutanese were deeply impressed and expressed contentment towards the extraordinary hospitality provide to them by the people of the district.  

On the following day, Pema was again on his heels and headed for Jangda. Staying there overnight, the entourage was at Shyaro the next day on November 17.  The tour concluded with a big public gathering at Lhou – the biggest village in the block on November 19.

At every village there were hundreds and thousands of villagers to welcome and get a glimpse of their young Minister.

In the entire tour to the remote villages, Pema took stock of the grassroots level problems of the villagers. During the day, development meetings were held where the villagers apprised Pema of their problems and submitted memoranda to the visiting Minister. He interacted with all sections of people in the public meeting and also during his overnight stay in the village.

The young Minister proved his maturity by saying, “I am your elected representative and duty bound to redress your problems at the highest levels. Unless I come to you, I will never understand your problems and that’s why I am now here with you.”

The Minister was accompanied by Tawang DCC president Tsering Tashi, Circle Officers of Thingbu and Lhou Circles, DMO Tawang, Medical Officers of CHC Jang, Departmental engineers of various works departments,  BDO Jang, Veterinary Officer Jang, ADO (Education) Jang,  panchayat and public leaders of Jang-Mukto. Cooperate with Govt

Dear Editor,

Through the columns of your esteemed daily, I would like to appeal all the Gaon Buras, PIs, public leaders, youths, publics, well wishers and relatives of Kurung Kumey district of Arunachal Pradesh to cooperate with the Government officials and police personnel to arrest the culprits involved in  the merciless attack on Gyamar Amte, Circle officer Koloriang.  Your cooperation would bring glory to your district and a better future in overall progress and development. Otherwise, good officers may not dare to go there and serve the people and it will remain as the darkest district in our state. Cooperate and make Kurung Kumey a safe district to be served willingly by Government officers.

Worth appreciable

Dear Editor,

This is in reference to the  news items published in your esteemed daily on Nov 17 regarding various problems being faced by the state Govt employees and genuine grievances placed by the CoSAAP  to  the Chief Minister.

It is worth appreciable the  initiatives being carried out by CoSAAP for welfare of the Govt employees of Arunachal Pradesh. It is well said that good governance always lies in the healthy employees. So the  genuine demands placed  by the CoSAAP should be taken into consideration.

In the tribal state like Arunachal, the retirement age up to 60 years is considerable as the people  here  with good  physique can serve the state for longer period.

Hope, Chief Minister Nabam Tuki will bless the Govt employees by considering the  genuine demands placed by the CoSAAP. I would also like to appeal the  Govt staff to support CoSAAP in its efforts  for welfare of employees.

MDGs and access to sanitation

The United Nations independent expert on the right to clean water for drinking and personal hygiene said the international community’s Millennium Development Goals (MDGs) to sharply reduce world poverty by 2015 are set to fail the poor in terms of sanitation.

Access to sanitation currently ranks as the most-off track of the Millennium Goals, and one that will obviously not be met by 2015, the UN Special Rapporteur on the human right to safe drinking water and sanitation, Catarina de Albuquerque, said.

All the world’s countries and leading development institutions agreed in 2000 to set eight overall development goals – the MDGs – for achievement by 2015. Each MDG listed specific targets, including one under ‘Environmental Sustainability’ to halve the proportion of the population “without sustainable access to safe drinking water and basic sanitation.”

Current MDG figures show that more than one in three people do not have access to “improved sanitation facilities,” according to de Albuquerque. In her latest report to the UN General Assembly, she asked for a post-2015 development agenda that aims at eliminating discrimination and inequalities in access to water and sanitation.

“The post-2015 development agenda should incorporate a stand-alone goal on water, sanitation and hygiene, to ensure that universal access to these services will be treated as a vital feature of social and economic development, on equal footing with health or education,” the report stated in a reference to MDGs on child and maternal health, and universal education.

27th Lower Wancho Catholic convention

People urged to be messenger of love and peace

ITANAGAR, Nov 20: Hundreds of people joined the 5-day long 27th Lower Wancho Catholic convention cum retreat at the St. Joseph Church at Hashe Rusa in Longding district of Arunachal  Pradesh recently.

Bishop Rt. Rev. George Palliparambil, SDB, Diocese of Miao, East Arunachal called upon the people to be messenger of love and peace. Expressing concern over the growing trends of violence and various social ills, the Bishop asked the believers to be prayerful and lead disciplined life as true Christians.

The Bishop also led the people in prayer for the people as well as the leaders for bestowing wisdom and love for mankind.

Calling upon all sections of the society to be true Christians in thoughts and actions, local leader Gabriel D. Wangsu said alcohol, drugs and such other harmful habits should be shunned.

No Christian believer should allow such roots of social evils to find a place in the society, he added.

The retreat programme was led by Fr. Boby of the Divine Renewal Retreat Centre, Margherita, Assam while Fr. Jose Oonnukallel led the candle procession. Priests from different parishes including from Nagahat, Margherita, Sonari (Assam) besides Longding, Borduria, Kanubari, Launu etc attended the programme.

All the prominent Catholic leaders from Lower Wancho belt gathered and charted new agendas for the catholic community and the growth of their churches.

 

 

State level training prog on ‘role of Govt. functionaries in community peace building’

ITANAGAR, Nov 20: A week-long state level sensitization training programme on role of Govt functioning in community peace building began at Administrative Training Institute, Naharlagun on Nov 19.  As many as 19 Govt officers of the level of EACs/ COs/ BDOs/ CDPOs are attending the Training Programmed which is being conducted under the sponsorship of DoPT, Gol, under its training assistance for 2012-13.

While addressing the participants Y D Thongchi, Chief Information Commissioner, State Information Commission (SIC) Thongchi informed that the people of Arunachal Pradesh, despite being is a composite of multi-lingual state with different tribes/ clans, have been living in harmony  and peace. However, with the rapid socio-economic development the evils of mistrust and inter-community discord are raising its head  and  therefore hampering time tested inter-tribal relation  and trust among the different communities of Arunachal Pradesh, Thongchi said and emphasized the importance of the role of Govt, functionaries in maintaining impartiality while implementing developmental schemes as true agents of the Govt.

Thongchi further pointed out that without peace and congenial atmosphere, no development work can progress. Govt officers should always live above community biasness, he said. Thongchi  lamented that these days, most of the Govt officers including leaders are motivated in promoting the cause of their own clans  and community in matter of job or economic activities of the Govt.  He expressed his apprehension that the seed of distrust  and  discontentment among the different tribes of Arunachal Pradesh are going to increase  and  as a result Govt will face greater challenge in maintaining peace  and harmony. It may also hamper over all development of the State, he observed.

In his concluding remarks Y D Thongchi cited some of the important precepts of Buddhism that needs to be adopted in our personal life.

Apex Bank observes ‘Thrift and Credit Day’

ITANAGAR, Nov 20: The Arunachal Pradesh State Co-operative Apex Bank Ltd  has observed 19th November  as “Thrift & Credit Day” as a part of the week-long celebration of the 59th National Cooperative Week which coincides with the International Year of Cooperatives.

The United Nations has declared the year 2012 as International Year of Cooperatives and it is being celebrated all over the world.

In his address, R D Thongon, Jt.RCS gave a details history of formation of cooperative society. In India, first Cooperative Society started in 1892 by the money lenders for the farmers. Later, Cooperative Act was passed in the Parliament in 1904 for the formation of Credit Cooperative Society in organized way. After amendment of the Act in 1912 various types of Coop. Societies were formed, Thongon  said.

He further informed that first Cooperative Society in state was formed in Pasighat in 1957 as per Act 1904. Later Arunachal Pradesh Cooperative Act came into being in 1976. At present there are around 600 registered Cooperative Societies in state, he informed.

He emphasized on women empowerment through credit facilities. Later, he issued 30 number of KCC Loan Passbooks, Loan Sanction Orders to four JLGs, 2 SHGs, and 01 Tractor loan to the borrowers of capital complex branches of Apex Bank.

In his keynote address Apex Bank MD Tsering Thongdok informed with the help of power point presentation that 50 per cent populations of the country are not having any bank account and 99 per cent population of Arunachal Pradesh has no banking services till now as per banking reports. Besides various deposit schemes, Apex Bank is giving thrust on opening of “No Frill Account” (Zero Balance Account) on priority aiming to implement Centre’s e-payment system for remittance of Govt subsidies, pension etc directly into the beneficiary’s account.

Further,  he informed that the Apex Bank Daily Deposit Scheme is already in operation for daily wage earners.  Apex Bank has given special thrust on providing loans under KCC, GCC, JLG, WCC, SHG, Animal & Husbandry, Fisheries, Farm Mechanization schemes to the eligible customers, Thongdok said while highlighting various other schemes of the Apex Bank. He said bank will conduct Financial Literacy & Credit Counseling (FLCC) camps  in the entire state with collaboration of NABARD during current financial year to bring the awareness of various banking schemes and services at grass root level.

Earlier, in his welcome address, T. Wangdi, AGM, Apex Bank, briefed about economic use of the savings and available resources and credit activities, role of unemployed youths in promoting agricultural activities under various bank schemes to enhance rural economy.

Resource persons including Md. J Basit, Director, Small Savings, Itanagar, Pate Marik, Dy, Director, ATI, Naharlagun, J. Hajowari, Chief Manager, SBI, Itaganar, Dr. B. D. Nayak and members of various cooperative societies  also spoke on various subjects.

Among others, Niri Chungruju, Vice Chairman, APSCU, SHGs and general public attended the proramme.
